Trump’s Tariff Policy Survives Legal Blow But Public Confidence Remains Fragile

Understand why public confidence remains fragile as Trump's tariff measures face legal challenges and rising costs impact consumers.

Jun 05 2025

Six months into his second term, President Donald Trump’s controversial tariff policy stands as both a hallmark of his economic vision and a growing source of national tension. Unveiled on “Liberation Day” in April, the 10% baseline tariff on most imports, including those from allies such as the UK, EU and Canada was marketed as a bold move to protect American workers and revive industry. But that promise is now being tested. A federal court ruling in June questioned Trump’s authority to impose such sweeping measures, casting legal uncertainty over his economic agenda. Meanwhile, consumer prices are rising and public support remains narrow and partisan. Compounding this turbulence is a dramatic public rift between Trump and former ally Elon Musk, whose recent criticism of the tariffs, calling them “super stupid” and recessionary, underscores a broader erosion of confidence even among former insiders.

Base Loyalty Grows But the Coalition Remains Narrow

Support for the tariffs has climbed significantly since May, rising from 29% to 45%. However, this growth has come almost entirely from within Trump’s existing base. Among his 2024 voters, support surged from 55% to 80%, including 44% who now say they “strongly support” the tariffs. But outside of that group, the policy remains a hard sell. Only 6% of Kamala Harris voters and 23% of independents express any support at all.

Support for the tariffs also breaks heavily along gender and generational lines. Men are substantially more likely to strongly support the policy (28%) compared to women (17%). Among the youngest voters aged 18–24, only 17% strongly support the tariffs, while 36% strongly oppose. This trend reverses among middle-aged voters, particularly those 35 and older, who show higher levels of support.

Economic Benefit in Doubt

While support for the idea of tariffs has grown among Republicans, belief in their long-term effectiveness remains shaky across the board. Only 46% of Americans believe the tariffs will help the economy, while 47% think they will ultimately do harm. That includes 32% who say they “definitely will not” help.

Trump’s core supporters remain optimistic, with 81% saying the tariffs will improve the economy. But that confidence doesn’t extend to independents (26%) or Democrats (15%). The legal challenge likely contributes to these doubts whilst businesses and trade experts have also warned that ongoing litigation could weaken America’s negotiating power and leave small importers in a state of uncertainty.

Rising Prices: A Rare Point of Consensus

Despite the polarisation on whether tariffs are justified, one point unites much of the electorate: most people expect prices to rise. A striking 80% of Americans say the tariffs will increase consumer costs, including 49% who say “definitely yes.” That includes 72% of Trump’s own 2024 voters, suggesting that even those who back the policy accept it will come at a price.

This view likely reflects the real-time economic impact already being felt in supply chains and retail pricing. The tariffs’ reach, covering a wide range of imports from abroad, has caused confusion at the border and trade retaliation threats. Although the administration argues these are necessary short-term disruptions, most Americans seem unconvinced that the pain will be temporary.

Trump’s tariff policy has become more than just an economic instrument, it’s now a political loyalty test among his own supporters. The recent court ruling has injected new uncertainty into a policy that already faced narrow public support. While Trump’s base has rallied around the tariffs, the broader public remains uneasy and opposition is hardening.

If the legal appeals fail and the court’s restrictions are upheld, the White House may be forced to rely on slower, more limited mechanisms to impose duties, potentially weakening the bold stance Trump has cultivated. Unless the administration can quickly deliver measurable economic wins, the combination of legal turbulence, rising prices and wavering confidence may turn this signature policy into a political liability.
